Message from SDS
Welcome to the DCS-QC Official Website!
The emerge of Information Communications Technology (ICT) has brought changes and tremendous effects to the nature and purpose of educational institutions like the Division of City Schools, Quezon City (DCSQC).
These changes and effects have been brought to the force because ICT entails the appropriate use of computers, the Internet, the World Wide Web and other educational technologies. Through these technologies, the flow of information is speeded up from source to user, and by speeding up the flow of information, a “knowledge – based society” is created.
To be part of this “knowledge-based society”, this Division has come up with a flagship project aimed at creating a Website where everyone can be an active player particularly in the teaching-learning process.
As the Website open our Division to the global community, we extend our sincere gratitude to the Quezon City government headed by the Honorable Mayor Herbert M. Bautista for making it possible for our Division to get wired and connected to all education stakeholders and everywhere in the world.
We look forward to everyone’s making use of the Website for learning and vehicle to mastering the 21st century skills required of us in order to survive and become productive in this technologically-driven society. Indeed, we invite everyone to enjoy, learn and interact with us on issues and concerns which make education truly enriching and challenging.

Dr. Corazon C. Rubio, a visionary and proactive leader is the current and seventh Schools Division Superintendent of Quezon City. She is the prime mover behind the special education programs and services in the Division as well as Center for Technology, a special flagship program on Information and Communication Technology, that made the Division of Quezon City globally competitive using technology-driven instructions.

A proponent of Alternative Mode of Education, she conceptualized the QC Negotech, a tech-voc school that offers technical, vocational, livelihood and literacy classes for out-of-school youth in Quezon City. Because of the significant contribution of the project in poverty reduction program of the city, Negotech gained full support from the local government.

Dr. Rubio has 38 years of excellent professional track record. She held eight different positions which exposed her to varied work experiences including community services for which she earned awards and citations. She first served as a classroom teacher in Cubao Elementary school from 1972 – 1980. She was then promoted as Principal from 1986 – 1987 in the Division of Quezon City. In 1988, Dr. Rubio joined the DECS-NCR as Education Supervisor II among her assignments was Supervisor in Special Education, Supervisor in Non-Formal Education and Regional Planning Officer. Because of being an excellent resource planner, after passing the Superintendent’s Exam she was assigned as Officer-in-charge, Assistant Schools Division Superintendent in Quezon City then, she was given a local Item by Mayor Feliciano R. Belmonte Jr. as full-fledged Assistant Schools Division Superintendent. She also took the CESO eligibility and was conferred CESO VI in February 2006.

Dr. Rubio studied at the University of the Philippines as a scholar in Public Administration in 1980, a fulltime scholar in Special Education in Golda Meir International Center, Haigud, Israel in 1991, and a Doctor of Education in 1994. At present, she consistently participates in local and international conferences and trainings to continuously hone her professional as well as personal competencies and skills as a strong leader.

 
Duties and Responsibilities
  • Exercises general superintendence over the schools in the Division.
  • Formulation of policies and decision-making.
  • Appoints teachers and other personnel in the Division.
  • Determines suitableness of school sites, buildings and control their use.
  • Provides needed textbooks and other instructional materials, equipment and supplies.
  • Prepares budget for the Division.
  • Acts as co-chairman of the City School Board.
